FCI Bastrop Federal Custody
FCI Bastrop is operated by the Federal Bureau of Prisons, an agency of the U.S. Department of Justice. It is physically in Bastrop County, but it is not operated by the Bastrop County Sheriff's Office. It does not maintain the county jail roster, it does not book local arrestees for the sheriff, and it should not be used to search a person held after a recent Bastrop County arrest unless that person has entered federal BOP custody.
The FCI Bastrop PREA audit final report identifies the facility at 1341 State Highway 95, Bastrop, Texas 78602. The audit describes a male federal population with low, minimum, out, and community custody levels, including a satellite camp population. BOP resources for the institution include visiting regulations, mail instructions, funds instructions, the adult offender handbook, a commissary list, and PREA materials.
Important: Do not route FCI Bastrop searches through the sheriff booking desk. Federal sentenced custody uses BOP lookup, mail, visiting, and funds rules.
FCI Bastrop Population
The best sourced population figures in the Bastrop research come from the FCI Bastrop PREA audit final report submitted January 17, 2024. That audit reports designed capacity of 1,067, a current population of 1,093 at audit, and a 12-month average daily population of 1,156. It also states that the facility had been over capacity at some point in the prior 12 months. Those numbers describe federal institution custody, not the Bastrop County Jail population.
| Measure | Figure | Source |
|---|---|---|
| Designed capacity | 1,067 | FCI Bastrop PREA audit final report, submitted Jan. 17, 2024 |
| Current population at audit | 1,093 | FCI Bastrop PREA audit |
| Average daily population | 1,156 | FCI Bastrop PREA audit, prior 12 months |
| Custody levels | Low, minimum, out, community | FCI Bastrop PREA audit |
| Population sex | Male | FCI Bastrop PREA audit |
FCI Bastrop Inmate Lookup
FCI Bastrop inmate lookup uses the BOP Inmate Locator. The locator covers federal inmates incarcerated from 1982 to the present and can be searched by number or by name. A BOP result can show name, register number, age, race, sex, release date, and location. The BOP result example does not publish mugshots, and the BOP notice warns that release dates may change because of First Step Act sentence recalculations.
- Open the BOP Inmate Locator, not the Bastrop County sheriff booking page.
- Search by BOP Register Number, DCDC Number, FBI Number, INS Number, or by name.
- Use race, age, and sex filters when a name search returns too many federal records.
- Check the location field to see whether the person is listed at FCI Bastrop or at another BOP facility.
- If the result says Released or Not in BOP Custody, confirm whether another justice system, parole, court, or supervised-release status applies.
The BOP locator screenshot below matches FCI Bastrop because federal sentenced custody is searched through BOP, not through a county jail roster.
The screenshot shows why a register number helps. Federal records use BOP identifiers that are different from county SO numbers, jail booking numbers, and TDCJ numbers.
FCI Bastrop Contact
FCI Bastrop's official institution page is the first source for current BOP routing. The PREA audit lists Gerardo Rosalez as the warden or administrator contact and gives phone (512) 321-3903 and email BAS-PREAComplianceMgr@bop.gov for the audit context. The general facility phone in the Facility Map is (512) 321-3903. BOP pages can change visiting status, institution notices, and program links, so check the current BOP institution page before sending mail, funds, or travel plans.

For sentenced federal inmates from 1982 to present
The county jail and FCI Bastrop sit in the same county but answer different questions. For recent county arrests, use Bastrop County Jail. For sentenced federal inmates, use BOP. For sentenced Texas state prisoners, use TDCJ. For immigration custody, use ICE ODLS rather than BOP unless the person is also in federal prison custody.
FCI Bastrop Visiting
FCI Bastrop visiting is controlled by BOP rules and the institution's visiting regulations. It is not the same as Bastrop County Jail's NCIC video schedule. BOP states that visiting hours can be typical and still subject to change because of special housing status, weather, incidents, lockdowns, or warden restrictions. A person planning a visit should confirm the current institution page and the FCI Bastrop visiting regulations before travel.
The official FCI Bastrop institution page is shown below because it is the BOP hub for visiting, mail, funds, PREA, handbook, and institution resources.
The institution page is the safer source than a copied schedule because BOP can change operations by facility status and security need.
| Visit issue | FCI Bastrop rule path | Why it matters |
|---|---|---|
| Current visiting status | BOP FCI Bastrop institution page | Schedules and restrictions can change. |
| Detailed visiting rules | FCI Bastrop visiting regulations PDF | Use for approval, dress, ID, and conduct rules. |
| Special housing or incidents | Confirm with institution | BOP warns visits may change for SHU, weather, incidents, or warden restrictions. |
| County jail visits | Not handled by BOP | Bastrop County Jail uses NCIC video visitation. |
FCI Bastrop Mail and Funds
FCI Bastrop mail follows BOP institution mail rules. The research notes that inmate correspondence uses the listed institution address format with the inmate's full committed name and register number. That register number is a federal identifier. It is not the same thing as a Bastrop County Jail SO number, county booking number, or TDCJ number.
Federal inmate funds are also different from jail commissary funds. BOP says not to send inmate money to the institution address. Mailed funds go through the BOP national funds process and the Des Moines processing center. For current payment options, use the BOP funds instructions linked from the FCI Bastrop institution page rather than Bastrop County's VendEngine money-order instructions.
| Service | Correct FCI Bastrop source | County jail difference |
|---|---|---|
| Inmate mail | BOP institution address format with full committed name and register number | County scanned mail uses NCIC Longview address and SO number. |
| Funds by mail | BOP national funds process; Des Moines processing center for mailed funds | County jail money orders route to VendEngine. |
| Commissary | BOP commissary list linked from institution page | County jail commissary is tied to county inmate accounts. |
| Phone and communications | BOP institution rules and federal inmate systems | County jail phone accounts use NCIC. |
FCI Bastrop vs County Jail
FCI Bastrop holds sentenced federal male inmates. Bastrop County Jail holds local pretrial inmates, county-sentenced inmates, warrant holds, parole holds, state-jail categories, and other county jail categories reported to TCJS. Those systems can overlap in a person's life, but they are not the same custody record. A person arrested locally on a new state charge may be in the county jail. A person sentenced in a federal case may be in BOP custody. A person convicted in a Texas state case may transfer to TDCJ.

FCI Bastrop Intake Records
Federal prison intake is not the same as street-arrest booking at Bastrop County Jail. A person arrives at FCI Bastrop through BOP designation, transfer, sentence administration, or federal custody movement. The BOP locator can show location and release-date information after the person is in BOP custody. It is not a court docket, not a county booking log, and not a public mugshot gallery.
Federal pretrial status can be more complex. Bastrop County is in the Western District of Texas, and federal pretrial detainees may be handled through U.S. Marshals Service channels before BOP sentence custody begins. The Bastrop research did not confirm a current USMS contract for Bastrop County Jail, so that should not be assumed. If a person has a federal warrant or pending federal case but does not appear in BOP, use attorney, court, or federal custody channels rather than the FCI Bastrop institution page alone.
- BOP register number
- The federal inmate number used by BOP locator and mail routing.
- Committed name
- The official name BOP uses for mail and records.
- Federal pretrial custody
- Custody before federal sentencing, often outside normal BOP prison listing.
- Release date
- A BOP field that can change because of sentence recalculation or credits.
FCI Bastrop PREA and Programs
The FCI Bastrop PREA audit is the strongest official condition source found in the research. The audit was submitted January 17, 2024, after an on-site audit in late November 2023. It reported 212 staff who may have inmate contact, 4 contractors authorized to enter, and 33 volunteers authorized to enter. It also reported that the facility did not hold youthful inmates and listed age ranges for both the FCI and the satellite camp.
The audit findings listed 3 standards exceeded, 38 standards met, and 0 standards not met at the facility level. The BOP institution page also links the adult offender handbook, commissary list, visiting regulations, mail and funds resources, and PREA report. Those links are BOP resources. They do not replace the county sheriff FAQ, county jail visitation page, or county public-information process for Bastrop County Jail records.
Note: Confirm federal custody, visiting status, and mail rules with BOP before travel or mailing because institution status can change without county notice.
